Renaissance Zone Application
In addition to the form Renaissance Zone Project Application (SF 59291), all property owners are required to submit the following supplemental information:
1) Proof of ownership of property for rehabilitation of single‐family homes and commercial buildings
2) Latest tax statement, accessible via Richland County’s Geographic Information System, that proves the owner is not delinquent on their property taxes.
3) Statement of intent to buy or a proof of purchase for an existing single‐family home or a commercial building.
4) Proof of a lease or agreement for a lease of a commercial property.
5) Contractor’s drawings (including floor plan and profile view of building) and cost estimate for rehabilitation projects. The applicant can create their own drawings as long as it is legible and usable by the Zone Administrator and City Council.
6) For new construction, a statement of intent to build and including detailed description of the building and location by legal description and street address.
7) At its discretion, the City Council may require a document certifying credit worthiness of the applicant by providing a letter from a bank or a lending company.
8) For residential projects, a certification from the applicant indicating the property will serve as their primary residence.
9) A letter from the Richland County Assessor indicating that the applicant has no history of tax delinquency in the past five years.
10) A Certificate of Good Standing from the North Dakota Tax Department indicating that the applicant is current in paying ND State income taxes.
11) Estimate of annual state income tax to be exempt and the annual property tax to be exempt.
12) If the application is for a Historic Preservation project, the applicant shall request, receive, and share to the Zone Administrator a letter of consultation from the North Dakota State Historical Preservation Office (SHPO). The letter must say the project meets historical preservation standards in order to claim any historical tax credits.
